 Measure Q is NOT Smart Planning!

A large portion of Armstrong Ranch is not within Marina city limits. The Urban Growth Boundary (UGB) does NOT prevent the county from approving a development similar to East Garrison on the unincorporated part of Armstrong Ranch. Furthermore a UGB diminishes Marina's sphere of influence by creating a statement that Marina does not intend on the annexation and development of land north of the UGB. If a development were to move forward, any tax revenue created would be lost to the county. Marina would lose the ability to negotiate with the developers for affordable housing, new schools, parks, commercial and industrial areas for job creation, etc... If Marina were to ever desire to annex any area developed in the county, it would require the approval of all new homeowners instead of the single current landowner.

Instead of drawing a line in the sand (UGB), wouldn't it be more prudent for the City to include in it's General Plan a phased development to be implemented over the next 20 or more years? This does NOT mandate development nor require immediate annexation, but would strengthen Marina's sphere of influence with a recorded intent to annex and develop.

Instead of passing another 20 year Urban Growth Boundary with Measure Q, and taking into consideration that the economic redevelopment of the former Fort Ord is already planned and in progress, wouldn't a better way to control growth be by passing a growth management ordinance that links the development of housing to job creation in order to curb an influx of commuters and encourage livable wage job creation within Marina?

The citizens of Marina must hold the city council accountable. They need to act responsibly and plan for the future. Don't allow them to draw an imaginary UGB line and then stick their heads in the sand. Marina deserves to control its own destiny, and Measure Q will rob it's citizens of that. Marina deserves better!
