THE HISTORY OF MARINA'S UGB
A brief history on the Marina Urban Growth Boundary (UGB). It was originally passed by the voters of Marina in 2000. It was pushed as a "smart growth/anti-urban sprawl" measure by a group called Marina 2020.
Marina 2020 used a false narrative that a developer was going to immediately build over 2500 homes on Armstrong Ranch north of Marina. The reality was that it was going to be a smart growth phased implementation over a period of 20 or more years. The 2020 philosophy was that the majority of Armstrong Ranch wasn't needed to be considered until after the year 2020, at which time the former Fort Ord land would essentially be fully developed. Marina 2020 mislead the voters of Marina in order to prevent Marina from growing, just like the supporters of Measure Q are doing today.
The development opportunity on Armstrong Ranch in coordination with the Armstrong family and the developer would have created jobs, affordable homes, commercial space, industrial space, a new school, and new parks. This phased smart growth development would have been HUGE not only for Marina, but also for the entire regional employment and housing needs.
After the UGB was passed, Marina's General Plan was updated (2003-2005) which allowed for the development of the Armstrong Ranch area immediately north of Beach Road near Olson School. The city leaders at the time were unreasonable and unrealistic with their negotiations and the developer along with the Armstrong family eventually decided to walk away.
The development of Armstrong Ranch is/was incredibly less expensive and requires a lot less bureaucratic red-tape than developing on the former Fort Ord. Twenty years ago Marina missed a GREAT opportunity to grow responsibly. Don't allow this to happen again, Marina deserves better. Please vote NO on Measure Q.
